Outline planning application


Springfield's grade two listed main building, built in 1840The Trust Board's appeal against the secretary of State's decision on whether to grant planning permission for the regeneration of Springfield is expected in June 2012. Wandsworth Council's refusal of the outline planning application for Springfield was the subject of public inquiry in November 2011.

The refusal in December 2010 followed the Council's formal public consultation process and the publication of the planning officer's report recommending approval of the scheme. You can read more about this below.

Regeneration aims

The Trust's regeneration proposals aim to improve greatly the facilities provided at Springfield for patients and staff, as well as to maximise the benefits to the local community.

The Trust's proposals have changed substantially since the Council's refusal of its original submission in April 2009. The Trust responded to the eight grounds for refusal of this earlier application and sought to respond to the community's concerns about the previous proposals. The application includes:

  • Transport plans which include increased access to public transport and new pedestrian and cycle routes through the site connecting to the wider local area, as well as proposals to address the increase in car journeys generated by the proposed development
     
  • Revised designs to ensure that new buildings are in keeping with the local area, including the assurance that no new buildings will be higher than existing buildings on site
     
  • More green spaces than the previous plans, as well as new proposals to preserve as many trees as possible and enhance the settings of the listed buildings
     
  • More family housing, including a proportion for social rent and shared ownership
     
  • A site-wide strategy to reduce carbon emissions by 30%
     
  • A significant reduction in commercial floor space from the previous application, to prevent competition with existing traders in Tooting Town Centre.

Further changes were made to the proposals in response to feedback from local people on the plans set out in June 2010:

  • The number of proposed residential units was reduced from 850 to 839.
     
  • The height of the proposed apartments on the boundary of the Metropolitan Open Land was reduced from 4 to 3 storeys.
     
  • The height of the mews houses at the boundary with College Gardens was reduced from 2.5 to 2 storeys.


 

Planning officer's report

Wandsworth Council's planning officer's report, published on November 29, recommended approval of the scheme, describing it as a

"bold development proposal to help bring forward renewal of the hospital facilities and create new homes."

The report acknowledges that the revised scheme responded to local people's concerns about the Trust's previous application and addressed the formal grounds for refusal of the earlier scheme. The proposals submitted are consistent with local and national planning policy in all respects.

Planning decision notice

The Council's formal notification of the grounds for refusal of the application was published in January. The reasons cited relate to transport and the Metropolitan Open Land.
